The 1st China Shanghai International Arts Festival was unveiled in Shanghai on 1 November 1999, marking a new chapter of art development history in China. As a sole state-leveled festival in China, its successful presentation was of great importance to the Chinese culture enterprise development and cultural exchange between China and world.

During a month of time from 1 November to 1 December 1999, the festival presented a total of 32 programs, including 15 from overseas and 17 from local. In addition, 20 Sino-foreign congratulatory programs were staged as well. During the whole festival, 136 performances of 52 programs were presented, attracting nearly 240,000 audiences. The average attendance of every performance reached more than 95%, among which, 8 performances turned out to be or over 100%.

An array of selected showcases with acclaimed international artists and talented Chinese performers and art communities ensured the festival a great success. The programs included first-rate works such as Swan Lake, presented by Kirov Ballet, Russia; Symphony concerts by National Orchestra, France, La Traviata, classical opera works by Royal Opera, UK, Songs and dances performed by Takarazuka Revue Co, Japan. Some elites of Chinese performances were also welcomed on stage, including Peking Opera Lotus Lantern, Yuju Opera Dream of Red Mansion, and modern drama Life and Death. Furthermore, world famous French conductor Michel Plasoon, world-acclaimed conductor Charles Dutoit appeared in the festival.

Aside from stage performances, the 1st China Shanghai International Festival included a trade fair of international theatrical shows, African Arts Exhibition, 1999 Shanghai Art Fair and 1999 Asian Music Festival as well as many public activities.
